Topic: Driving for the Green: NCDOT’s US Open Projects Initiative
Speakers: Patrick Norman: Patrick currently serves as the Division Engineer for NCDOT Division 8 which includes Chatham, Hoke, Lee, Montgomery, Moore, Randolph, Richmond, and Scotland Counties. In this role, Patrick oversees all NCDOT operations within this region, including all project development, construction, and maintenance related activities. Prior to accepting the position of Division 8 Engineer in April 2021, Patrick served as the Director of Highway Operations within the Chief Engineer’s Office. In this role, Patrick provided statewide budgetary oversight for NCDOT’s highway operations and maintenance programs. He also served as the Department’s asset management lead, providing operations oversight and direction for multiple NCDOT work units including State Maintenance Operations & Fleet Management, Operations Program Management, Structures Management, Roadside Environmental, and Facilities Management. Patrick has worked for NCDOT for over 21 years and has served in various central office and field unit positions throughout the state, including Division Staff Engineer, Assistant District Engineer, County Maintenance Engineer, District Engineer, Division Operations Engineer, Transportation Planning Branch Manager, and Director of Planning and Programming. Prior to joining NCDOT, Patrick also worked for a short time in the private sector for a small land development planning and design firm in the Charlotte/Lake Norman area. He holds a bachelor’s degree in Civil Engineering from North Carolina State University and is a registered Professional Engineer. Patrick is a graduate of AASHTO’s National Transportation Leadership Institute as well as NCDOT’s Legacy Leadership Program. Patrick currently lives in Clayton with his wife Amber and his daughter Kate.

Jerry Page: Jerry is currently Gannett Fleming’s Preconstruction Services Manager, serving NCDOT as well as other eastern North Carolina clients. Before beginning work in the private sector, Jerry served as Project Development Engineer in NCDOT’s Division Four office. He also served in various other roles throughout his career, including Division Four Project Manager, Division Four DDC Engineer and in the Roadway Design Unit. Jerry worked for NCDOT for 28 years before retiring in 2017. Prior to joining NCDOT in 1989, Jerry also worked for a short time in the private sector for his father-in-law Frank Coleman. Most recently, Jerry served in a program management role assisting Division Six in the delivery of over fifty miles of widening I-95 from four lanes to eight lanes. He also assisted Division Four in management of various projects and is the Deputy Project Manager/Roadway Design Lead for the R-2721A portion of Complete 540. He holds a bachelor’s degree in Civil Engineering from North Carolina State University and is a registered Professional Engineer. Jerry is a graduate of NCDOT’s Legacy Leadership Program. Jerry currently lives in his hometown of Wilson with his wife Robin. They have two grown children and three granddaughters.

Abstract: On Sept. 9, 2020, the USGA announced Pinehurst as the first Anchor Site of the U.S. Open, with the championship returning to Pinehurst in 2024, 2029, 2035, 2041 and 2047. The U.S. Open’s return in 2024 will mark the first time in over a century the USGA has awarded four Opens to a single site in a span of 25 years. This session will highlight Division 8’s approach to aggressively delivering key infrastructure improvements involving multiple TIP projects to the US Open area in preparation for the influx of visitors in the coming years. This discussion will center around best project management strategies implemented by Division 8 to reduce risks, optimize design efforts, acquire right-of-way, and accomplish utility relocation prior to the 2024 US Open. This will tee up the next phase with projects letting to contract after the 2024 US Open and being completed prior to the 2029 US Open.
